Leadership and Governance
Professor Jenny Dixon, Provost of Universitas 21 leads our organisation with oversight and governance from the Executive and Board, led by Professor David Garza, Chair of Universitas 21 and President of Tecnologico de Monterrey. A full governance model is provided below.
Chair of Universitas 21
Professor David Garza is Chair of Universitas 21 and President of Tecnológico de Monterrey, a non-profit private Mexican university system composed by three Institutions: Tecnológico de Monterrey, Tecmilenio and Academic Medical Center TecSalud. David has held academic and leadership positions at Tecnológico de Monterrey for almost 40 years, including Provost, Rector, Head of Campus and Dean of the School of Engineering, among others.
Provost of Universitas 21
A Professor of Planning and a former Dean, Professor Jenny Dixon is seconded to the role of U21 Provost from the University of Auckland, where since 2012 she has been Deputy Vice-Chancellor (Strategic Engagement). Jenny brings to the Provost role her extensive experience in international education and international networking relationships. She has been the Chair of the U21 Senior Leaders Group and occupied senior roles in other university networks.

Board of Directors and ExCo
The current Chair of Universitas 21, Professor David Garza is assisted by the U21 Executive Committee, a small group of Presidents from around the network, who have oversight of the work of the network, its activities, and its interactions with members as well as with external bodies.
Senior Leaders’ group
Each member university nominates one senior member of staff as a U21 Senior Leader, to take an active liaison role with the U21 network and the network administration. Typically, the Senior Leader holds a very senior post in their university with sufficient seniority to speak and make decisions on behalf of their own university and sufficient awareness of the international higher education policy and strategy to be able to contribute to the network’s debates and decision making.
Steering Groups
Steering Groups have representatives from some of our members and focus on specific strategic programmes of work across global research, education and student experience.
U21 Officers
Representatives in each member institution, U21 Officers are responsible for promoting the value of the U21 network and facilitating engagement across U21 student, staff and research opportunities.
